Notice is hereby given that the City of Joseph Planning Commission will meet on Monday, May 19, 2025, at 6:00 pm in the City of Joseph Community Center to consider the following applications.

FINDINGS VAR & CUP/ NON-CONFORMING USE#2024-13 COWBOY RIVERFRONT - submitted by Sheila Klausen, Jill Hansen, and Katy Jane Seaton on behalf of Cowboy Riverfront Retreat/Mountain Love, LLC. The application requests a caretaker's residence and short-term rental for four units with a total of seven bedrooms. The subject property is described as tax lot 601 of Assessor's Map 02S4530 in the Industrial (M-1) zone and consists of approximately 4.32 acres. The property is more commonly known as 810 E. Russell Lane, Joseph, Oregon 97846.

FINDINGS AMD#2025-05 CITY OF JOSEPH – submitted by the City of Joseph, the amendment is to standardize application processing, clarify ambiguous code, and clear up contradictory code. No changes are proposed that would limit property rights.
FINDINGS CUP#2025-12 NEELY – submitted by Brent Neely of Alder Street Townhomes Condominium Owners Association. The application requests residential use of the five-unit townhome complex. The subject property is described as tax lot 1100 of Assessor's Map 02S4530DA in the Commercial (C) zone and consists of approximately 0.13 acres. It is more commonly known as 107 W Alder Street, Joseph, OR 97846.

Written and oral comments may be presented at the hearing or directly to the Planning Department at City Hall or mailed to PO Box 15, Joseph, Oregon 97846. Written comments must be received by 5:00 pm on May 15, 2025 or submitted at the hearing. Comments must address how the application does or does not comply with the applicable criteria.

A copy of the application and all documents and evidence submitted by or on behalf of the applicant are available for inspection at City Hall during normal business hours at no cost. A copy of the staff report will be available for inspection at no cost at least seven days prior to the hearing. Copies will be provided upon request at reasonable cost.

Failure to raise an issue at the hearing, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision makers an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals on that issue. Failure of any person entitled to notice to receive notice shall not invalidate the City's action, provided the City can demonstrate notice was sent.

Pursuant to OTEC bylaws and policy, the names of OTEC Members who are entitled to capital credit retirements – but have not yet claimed their retirements – can be reviewed on the OTEC website.

If you are an OTEC member and current (or former) OTEC consumer, please visit www.otec.coop/capital-credits to search the list of Unclaimed Capital Credits. Members who have unclaimed capital credits may complete the Unclaimed Capital Credits form available at www.otec.coop/capital-credits.

Application for re-issuing funds owed may also be made at your local OTEC office or 4005 23rd Street, Baker City, Oregon 97814. Unless those persons named, or their heirs, claim payment no later than November 29, 2024, for unclaimed capital credits that have been available for a period of four years, or December 31, 2019, the unclaimed funds may be forfeited to the Cooperative. The Board of Directors has the discretion to contribute all, or a portion, of the forfeited funds to the Oregon Trail Electric Cooperative Scholarship Fund to benefit those served by the Cooperative.
