General Notice
The City of Wallowa, Oregon (Owner) is requesting Bids for the construction of the following Project: Wastewater System Improvements - 2025.
Bids for the construction of the Project will be received at the City of Wallowa City Hall located at 104 N. Pine Street, Wallowa, Oregon 97885, until Tuesday, April 15, 2025, at 2:00 p.m. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The Work for this Contract involves, but is not limited to, rehabilitating the collection system including approximately 10,200 feet of sewer system cleaning and inspection; installing approximately 12 feet of 6‑inch, 16 feet of 8-inch, and 7 feet of 10-inch cured-in-place pipe (CIPP) liner; performing approximately one 6-inch, 22 8-inch, one 10-inch, and three 12-inch CIPP spot repairs (5 feet long); internally reinstating approximately seven sewer service lines; replacing 10 feet of 12-inch polyvinyl chloride (PVC) sewer main line; repairing approximately 13 existing sewer service connections; replacing approximately 1,050 feet of 4-inch PVC sewer service line; cleaning and repairing three manholes; bringing one existing manhole to grade; installing approximately 1,110 feet of 8-inch PVC gravity sewer main line, five manholes, 26 sewer service connections, and 215 feet of 4-inch PVC sewer service line stubs; abandoning two existing manholes; and surface restoration. Work also includes improvements to the existing River Lift Station, which includes the demolition of existing pump systems; site work; installation of a new pump system, piping, fittings, etc.; electrical work, control and instrumentation work, and painting. Work at the wastewater treatment facility includes demolishing the existing equipment; upgrading the existing headworks, lagoon system, chlorine contact basin, and chemical systems; upgrading the operations building and old operations building; and performing electrical work and control and instrumentation work; together with all other Work required to complete the Project as shown on the Drawings and specified herein.
The Contractor will be subject to the Davis-Bacon Act (40USC276a) and the applicable provisions of ORS 279C.800 through ORS 279C.870 (the Oregon Prevailing Wage Law).
This Project is being funded in part through the Oregon Department of Environmental Quality's Clean Water State Revolving Loan Fund, Oregon Community Development Block Grant Program, and the City of Wallowa.
The Project has an expected duration of 570 days.
Obtaining the Bidding Documents

Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Domestic Preference
This Project is subject to the American Iron and Steel requirements mandated by Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (and subsequent statutes) and the Build America, Buy America requirements mandated by Title IX of the Infrastructure Investment and Jobs Act of 2021. This means all iron, steel, manufactured products, and construction materials used in this Project must be produced in the United States.
