The City of Enterprise, Oregon (Owner) invites Bids for the construction of Biosolids Disposal Improvements - Drying Beds - 2025.
The Work for this Project includes, but is not limited to, the construction of two approximately 600‑square foot biosolids drying beds, including site work, and associated piping, fittings, valves, etc.; improvements to the existing sludge dewatering building; and asphalt surface restoration; together with all other Work required to complete the Project as shown on the Drawings and specified herein.
Sealed Bids for the described Project will be received by Lacey McQuead, City Administrator, at Enterprise City Hall, 102 E. North Street, Enterprise, Oregon 97828, until 2:00 p.m., local time, April 3, 2025, at which time the Bids received will be publicly opened and read.
The Contractor will be subject to the Davis-Bacon Act (40USC276a) and the applicable provisions of ORS 279C.800 through ORS 279C.870 (the Oregon Prevailing Wage Law).
This Project is being funded in part through the Oregon Department of Environmental Quality Clean Water State Revolving Fund and the City of Enterprise.
Bid security shall be furnished in accordance with the Instructions to Bidders.
The Issuing Office for the Bidding Documents is: Anderson Perry & Associates, Inc., Lucas Stangel, P.E., 103 Highway 82, Suite F, Enterprise, Oregon 97828, 541-963-8309, lstangel@andersonperry.com. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. and 5:00 p.m., or at the other locations listed below.

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
A non-mandatory pre-bid conference will be held at 11:00 a.m., local time, on March 19, 2025, at Enterprise City Hall, 102 E. North Street, Enterprise, Oregon 97828. Bidders are highly encouraged to attend.
