SUBJECT: Type IV text amendments to John Day Development Code related to recreational vehicle parks and dormitory dwelling as housing on state or federally owned property
Dear Property Owner,
Notice is hereby given that the John Day Planning Commission is considering the following request:
Requested Land Use Action:
The Oregon Department of Forestry (ODF) is requesting that John Day amend its land use development code to permit Recreational Vehicle Parks in the General Industrial zone, subject to certain design standards. ODF is also requesting that dormitory dwelling be permitted as a residential use in the General Industrial zone. Both uses—Recreational Vehicle Parks and dormitory dwellings—would only be allowed on lands owned or leased by a governmental entity. ODF is seeking these changes to provide housing for fire crews during the busy fire season. Text amendments also add a definition of "governmental entity" and "dormitory dwelling." The development of a Recreational Vehicle Park or dormitory dwelling on lands owned or leased by a governmental entity would be subject to a Type II Land Use Review.
The John Day Planning Commission will hold a public hearing on the proposal and make a recommendation to City Council for approval or denial. The John Day City Council will hold a second public hearing to consider the recommendation.
The Planning Commission shall hold a public hearing on May 14, 2025, at 6:30 PM at the John Day Fire Station, 316 S. Canyon Blvd. The Planning Commission will issue a recommendation onto City Council. City Council will hold another public hearing to consider the matter on June 10, 2025, at 6:30 PM at the same location as the Planning Commission hearing was held.
5-4.1.050 G - Decision-Making Criteria
Decision-Making Criteria. The recommendation by the Planning Commission and the decision by the City Council shall be based on the following factors:
1. Approval of the request is consistent with the Statewide Planning Goals;
2. Approval of the request is consistent with the Comprehensive Plan; and
3. The property and affected area is presently provided with adequate public facilities and services, including transportation, sewer and water systems, to support the use, or such facilities and services are provided for in adopted City plans and can be provided concurrently with the development of the property.
Notice Requirements:
For legislative items, such as Comprehensive Plan text amendments or Development Code text amendments, at least ten (10) days before the scheduled Planning Commission public hearing date, and fourteen (14) days before the City Council hearing date, public notice shall be published in a newspaper of general circulation in the City.

Written comments received or presented in person to John Day City Manager , 450 East Main Street, John Day prior to May 7th by 4:00 p.m. will be included in the staff report. Oral testimony is welcome during the public hearing. A staff report will be available 7 days prior to the hearing for public review. Issues must be addressed with sufficient specificity based on criteria with the John Day Development Code, upon which the Planning Commission and City Council must base its decision. Failure to address the relevant approval criteria with enough detail may preclude you to appeal to the Land Use Board of Appeals or Circuit Court on that issue. Only comments on the relevant approval criteria are considered relevant evidence. All evidence relied upon by the Planning Commission and City Council to make this decision is in the public record, available for public review. Copies of this evidence can be obtained at a reasonable cost from the City of John Day, 450 East Main Street, John Day, OR 97845.
