FAA/AIP Project No. 3-41-0028-020-2025

will be received by the Owner at the Office of the Airport Manager, Grant County Regional Airport, 72000 Airport Road, John Day, Oregon 97845 until 2:00 p.m., Thursday, May 15, 2025, and then publicly opened and read aloud.

Class V Truck with Plow shall consist of a diesel powered, all-wheel drive Class V truck (carrier vehicle) equipped with a 10-foot wide, power reversible, V-Snowplow with steel moldboard.

Digital bidding documents are available Ardurra - Projects (questcdn.com), reference Quest Number 9662620. Interested parties may view and download the bidding documents at no cost. Bidders must register with QuestCDN.com to be placed on the planholders list.

No Prebid Conference will be held prior to Bid Opening. All questions regarding this procurement shall be submitted to the Ardurra Group, Trey Dail, adail@ardurra.com . Last day for questions is Friday, May 9th , 2025.

A Bid Guaranty, payable in cash, by cashiers check, certified check or bid bond, of 5 percent of the BID AMOUNT is required. Separate Performance and Payment Bonds each in the amount of 100 percent of the CONTRACT AMOUNT will be required. Each bidder must supply all the information required by the Bid Documents and Specifications.

The Grant County Regional Airport, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, [select businesses, or disadvantaged business enterprises or airport concession disadvantaged business enterprises] will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.

Prospective Contractors are notified that the work under this Contract is funded in part by a grant from the Federal Aviation Administration and as such this solicitation and any resulting contract are subject to the requirements of the Buy America Preference; Civil Rights – Title VI Assurance; Davis Bacon; Debarment and Suspension; Disadvantage Business Enterprise; Foreign Trade Restriction; Lobby Federal Employee; and Recovered Materials contract provisions.

By submitting a bid/proposal under this solicitation, the bidder or offeror certifies that neither it nor its principals are presently debarred or suspended by any Federal department or agency from participation in this transaction.

The requirements of 49 CFR part 26 apply to this contract. It is the policy of the Grant County, Oregon (Grant County Regional Airport) to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. The Owner encourages participation by all firms qualifying under this solicitation regardless of business size or ownership.

All prospective bidders are directed to the Instructions for Bidders for discussion of Bid policies, procedures, and requirements. The Owner reserves the right to reject any and all Bids, to waive any and all informalities and to negotiate contract terms with the successful Bidder, and the right to disregard all non-conforming, non-responsive or conditional Bids.

Pursuant to OTEC bylaws and policy, the names of OTEC Members who are entitled to capital credit retirements – but have not yet claimed their retirements – can be reviewed on the OTEC website.

If you are an OTEC member and current (or former) OTEC consumer, please visit www.otec.coop/capital-credits to search the list of Unclaimed Capital Credits. Members who have unclaimed capital credits may complete the Unclaimed Capital Credits form available at www.otec.coop/capital-credits.

Application for re-issuing funds owed may also be made at your local OTEC office or 4005 23rd Street, Baker City, Oregon 97814. Unless those persons named, or their heirs, claim payment no later than November 29, 2024, for unclaimed capital credits that have been available for a period of four years, or December 31, 2019, the unclaimed funds may be forfeited to the Cooperative. The Board of Directors has the discretion to contribute all, or a portion, of the forfeited funds to the Oregon Trail Electric Cooperative Scholarship Fund to benefit those served by the Cooperative.
