NOTICE OF PLANNING COMMISSION MEETING
UNION COUNTY PLANNING DEPARTMENT

NOTICE IS HEREBY GIVEN, the Union County Planning Commission will meet in regular session, Monday, February 23, 2026, 7:00 p.m., in the Daniel Chaplin Building Conference Room, 1001 4th Street, La Grande. The meeting will be conducted in accordance with the Union County Zoning, Partition and Subdivision Ordinance Article 23, subsection 06. The Planning Commission will consider the following applications:

Application No. 2026-0002. A Conditional Use application requesting 25-year approval to crush and process earthen material on an existing aggregate mine site. The property is described as Twp. 1N, Range 39E Section 34, Tax Lot 700, in a UC-A1 Exclusive Farm Use Zone. No property address exists. The applicable land use regulations are UCZPSO Article 2, Article 21, and OAR 660-033-0130(5).

Application No. 2026-0003. A Conditional Use application requesting 25-year approval to crush and process earthen material on an existing aggregate mine site. The property is described as Twp. 2N, Range 40E Section 35, Tax Lot 9100, in a UC-A4 Timber-Grazing Zone. No property address exists. The applicable land use regulations are UCZPSO Article 5, Article 21, and OAR 660-033-0130(5).

A copy of the application, all documents and evidence submitted by or on behalf of the applicant and applicable criteria are available for inspection at no cost and will be provided at reasonable cost. A copy of the staff report will be available for inspection at no cost at least seven days prior to the hearing and will be provided at reasonable cost. You are entitled to submit written comments on these applications prior to the public hearing and submit oral comments for or against the application at the public hearing. If submitting written comments, you must include your name and address with the testimony; please also cite the number of the application you are commenting on. Failure to raise an issue in a hearing or by written communication, and failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue. Public hearings can be attended remotely via Zoom. Oregon Trail Electric Cooperative (OTEC) hereby gives notice of UNCLAIMED PAYMENTS OF CAPITAL CREDITS.

Pursuant to OTEC bylaws and policy, the names of OTEC Members who are entitled to capital credit retirements – but have not yet claimed their retirements – can be reviewed on the OTEC website.

If you are an OTEC member and current (or former) OTEC consumer, please visit www.otec.coop/capital-credits to search the list of Unclaimed Capital Credits. Members who have unclaimed capital credits may complete the Unclaimed Capital Credits form available at www.otec.coop/capital-credits.

Application for re-issuing funds owed may also be made at your local OTEC office or 4005 23rd Street, Baker City, Oregon 97814. Unless those persons named, or their heirs, claim payment no later than November 29, 2024, for unclaimed capital credits that have been available for a period of four years, or December 31, 2019, the unclaimed funds may be forfeited to the Cooperative. The Board of Directors has the discretion to contribute all, or a portion, of the forfeited funds to the Oregon Trail Electric Cooperative Scholarship Fund to benefit those served by the Cooperative.
