LIBERTY THEATRE REVITALIZATION PROJECT
SECTION 00120 – INVITATION TO BID
Sealed Bids ("Bids") for the Liberty Theatre Revitalization Project ("Project") will be received by the Liberty Theatre Foundation, Inc. ("Owner"), represented by Ashley O'Toole, Board Chair, or his designee.
Bids for the Work for this Project will be received at the Liberty Theatre Business Address: PO Box 3057, La Grande, OR until 5pm Pacific time at High County Realty Professionals (1202 Adams Ave, La Grande, OR 97850), on April 23, 2026 by 5pm, and shortly thereafter the Bids will be opened and the names of the Bidders will be read aloud at the same address. The Bid amounts and Bids will not be available for public inspection or read aloud until after all first-tier Subcontractor disclosure Bid forms are received or the deadline for submission of first-tier Subcontractor disclosure Bid forms has expired, whichever occurs first. Electronic or faxed Bid proposals will not be accepted. The Owner will not be responsible for unreadable or misdirected Bids. Bidders must submit their Bids on the forms provided by the Owner in the Solicitation Documents. Partial Bids will be considered non-responsive.
If Bidders are interested, there are two (2) voluntary pre-bid meetings and site visits. The voluntary pre-bid meetings and site visit are scheduled on March 30, 2026 and April 7, 2026 at 10am. Attendees will meet at the Liberty Theatre, 1010 Adams Ave., La Grande, OR.
Questions about the voluntary pre-bid meeting and questions about the bid documents should be directed to Ashley O'Toole at ashleyotoole.lg@gmail.com.
A copy of the bid documents will be available on the Foundation's website: https://www.libertyonadams.org/
Questions will not be officially answered during the voluntary pre-Bid meeting and site visit. All questions shall be submitted in writing to the Owner. Any statements made by Owner representatives at the voluntary pre-Bid meeting and site visit are not binding on the Owner unless confirmed by written addendum.
This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program.
