Notice is hereby given that the City of Union Planning Commission will meet on Tuesday, February 24, 2026, at 6:00 pm in the City Hall to consider the following applications.

CUP#26-01 LEBOLD-MORRIS - submitted by Corey Morris on behalf of landowners Charles and Cora LeBold. The application requests the ability to live in a recreational vehicle on the LeBold's property. This would be a one-year extension of the previously approved permit CUP#25-02 LEBOLD-MORRIS. The subject property is described as Township 04 South, Range 40E, Section 19CB, and tax lot 1400 in the Residential (R-1) zone and consists of approximately 0.55 acres. The property is more commonly known as 1035 S. 4th St, Union, Oregon 97883.

VAR#26-01 SEALE – submitted by Joe and Jodi Seale. The application requests an Accessory Dwelling Unit. The subject property is described as Township 04 South, Range 39E, Section 13, and tax lot 203 in the Farm Residential (R-3) zone and consists of approximately 9.17 acres. The property is more commonly known as 671 W. Bryan St, Union, Oregon 97883.

Written and oral comments may be presented at the hearing or directly to City Hall or mailed to PO Box 529, Union, Oregon 97883. Written comments must be received by 5:00 pm on February 23, 2026 or submitted at the hearing. Comments must address how the application does or does not comply with the applicable criteria.

A copy of the application and all documents and evidence submitted by or on behalf of the applicant are available for inspection at City Hall during normal business hours at no cost. A copy of the staff report will be available for inspection at no cost at least seven days prior to the hearing. Copies will be provided upon request at reasonable cost.

Failure to raise an issue at the hearing, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision makers an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals on that issue. Failure of any person entitled to notice to receive notice shall not invalidate the City's action, provided the City can demonstrate notice was sent.

If you are an OTEC member and current (or former) OTEC consumer, please visit www.otec.coop/capital-credits to search the list of Unclaimed Capital Credits. Members who have unclaimed capital credits may complete the Unclaimed Capital Credits form available at www.otec.coop/capital-credits.

Application for re-issuing funds owed may also be made at your local OTEC office or 4005 23rd Street, Baker City, Oregon 97814. Unless those persons named, or their heirs, claim payment no later than November 29, 2024, for unclaimed capital credits that have been available for a period of four years, or December 31, 2019, the unclaimed funds may be forfeited to the Cooperative. The Board of Directors has the discretion to contribute all, or a portion, of the forfeited funds to the Oregon Trail Electric Cooperative Scholarship Fund to benefit those served by the Cooperative.

The applicable Land Use Regulations are found in Union County Zoning, Partition & Subdivision Ordinance Section 23.06.2 and Oregon Senate Bill 644. As a property owner in the R-1 Rural Center Zone, R-2 Rural Residential Zone, R-3 Farm Residential Zone and R-4 Forest Residential Zone or within 250 feet of the subject property, you are entitled to notice of this application and may submit written testimony either in support or in opposition of the proposal. Failure to raise a specific issue with sufficient specificity at the local level precludes appeal to LUBA based on that issue. The application, all information related to the proposal, and a staff report are available for review at no cost in the Planning Department office, copies can be supplied at a reasonable cost.
