Draft EIS for the Blue Mountains Forest Plan Revision
The Malheur, Umatilla, and Wallowa-Whitman Blue Mountains Forest Plan Revision draft environmental impact statement (DEIS) with appendices is now available for public review and comment. The U.S. Department of Agriculture (USDA) Forest Service is revising the land management plans for the Malheur, Umatilla, and Wallowa-Whitman National Forests (together known as the Blue Mountains Forest Plan Revision) in accordance with the 2012 Planning Rule (36 CFR 219.17 (3)(b)(1)). The area affected by the proposal includes 4.9 million acres of National Forest System lands across Northeast Oregon and Southeast Washington. There will be three responsible officials, one for each national forest. The responsible officials for the revised land management plans are the Malheur Forest Supervisor, Umatilla Forest Supervisor, and the Wallowa-Whitman Forest Supervisor.
The DEIS is available electronically on the Blue Mountains Forest Plan Revision website, https://www.fs.usda.gov/r06/umatilla/planning/blue-mountains-forest-plan-revision. All three forest headquarters locations can provide information upon request: Malheur National Forest located at 431 Patterson Bridge Road, John Day, OR 97845, Umatilla National Forest located at 72510 Coyote Road, Pendleton, OR 97801, and Wallowa-Whitman National Forest located at 1550 Dewey Avenue, Suite A, Baker City, OR 97814. Individuals who use telecommunication devices for the hearing impaired may call 711 to reach the Telecommunication Relay Service, 24 hours a day, every day of the year, including holidays.
How to Comment and Timeframe
The Environmental Protection Agency published the Notice and Availability (NOA) for the DEIS in the Thursday, July 2, 2026, edition of the Federal Register. Electronic, written, or hand delivered comments concerning the DEIS will be accepted for 90 days following that day. The publication date of the NOA in the Federal Register is the exclusive means for calculating the official comment period for the DEIS. Those wishing to comment should not rely upon dates or timeframe information provided by any other source.
The decision to approve the final land management plans for the Malheur, Umatilla, and Wallowa-Whitman National Forests will be subject to the objection process identified in the 2012 Planning Rule Objection Process at 36 CFR 219 subpart b (219.50 – 219.62). Only individuals and entities who have submitted substantive formal comments related to the Blue Mountains Forest Plan Revision during the opportunities provided for public comment during NEPA planning process will be eligible to file an objection (36 CFR 219.53(a)). Final plan approval is expected early 2027.
Comments should be provided prior to the close of the comment period and should clearly articulate the reviewer's concerns and contentions. The submission of timely and specific comments can affect a reviewer's ability to participate in the 2012 Planning Rule Objection Process. Comments received in response to this solicitation, including names and addresses of those who comment, will be part of the public record for the proposed action and will be available for public inspection. Comments submitted anonymously will be accepted and considered; however, anonymous comments will not provide the respondent with standing to participate in the 2012 Planning Rule Objection Process.
