COMPREHENSIVE PLAN TEXT AMENDMENT, #P-142-26 & UCDC TEXT AMENDMENT #T-103-26, ADOPTION OF UPDATED TRANSPORTATION SYSTEM PLAN (TSP). The applicant, Umatilla County, is requesting adoption of an updated Transportation System Plan (TSP) document. Proposed text changes to various sections in the Umatilla County Development Code (UCDC) are also included to implement the new TSP. The criteria of approval for amendments are found in Umatilla County Development Code 152.750-152.755.
TEXT AMENDMENT #T-104-26, UMATILLA COUNTY DEVELOPMENT CODE UPDATE. The applicant, Umatilla County, is requesting to adopt updates to the Umatilla County Development Code (UCDC). Numerous items include changes to Oregon Administrative Rule (OAR) and Oregon Revised Statute (ORS), resulting from the 2024 and 2025 legislative changes. Other proposed changes include clarifying language, adding definitions as well as changes to the property line adjustment section, flag lot standards, and removing gendered language throughout the UCDC. The criteria of approval for amendments are found in Umatilla County Development Code 152.750-152.755. Opportunity to voice support or opposition to the above proposal, or to ask questions, will be provided. Failure to raise an issue in a hearing, either in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to that issue, precludes appeal to the Land Use Board of Appeals based on that issue.
