Notice of Proposed Final Order for
Water Right Transfer T-13000

T-13000 filed by Carney and Debra Lansford Family Trust, PO Box 474, Baker City, OR 97814, proposes changes in place of use and character of use under Certificate 89153. The right allows the use of 1/40th of one cubic foot per second per acre from Pine Creek in Sec. 30, T8S, R39E, WM for irrigation in Sec. 30, T8S, R39E, WM. The applicant proposes to change the place of use within Sec. 30, T8S, R39E, WM and to change the character of use of a portion of the right to Wetland Enhancement. The Water Resources Department proposes to approve the transfer, based on the requirements of ORS Chapter 540 and OAR 690-380-5000.

Any person may file, jointly or severally, a protest or a request for party status. Protests must be received by the Department on or before 08/20/2026 Call (503) 986-0935 to obtain additional information. If no protests are filed, the proposed final order will become a final order 33 days after the protest period ends, without any further action by the Department.
