General Notice
The City of Hermiston, Oregon (Owner) is requesting Bids for the construction of the following Project: W. Orchard Avenue Water Line Replacement.
Bids for the construction of the Project will be received until Tuesday, May 5, 2026, at 11:00 a.m., local time. At that time, the Bidders and Bid Amounts will be publicly viewed on QuestCDN.com and read aloud via video conference or conference call. The public viewing and reading of the bids received can be accessed via the web link and telephone number noted in the Q&A section on QuestCDN.com for the Project.
For this Project, Bids will be received and accepted ONLY via the online electronic bid service through QuestCDN.com. To access the electronic Bid Form, download the project documents and click Online Bidding at the top of the Project posting.
The Work for this Contract will generally consist of the replacement of approximately 3,400 linear feet (LF) of existing 4-inch ductile iron (DI) water line and approximately 400 LF of existing 6-inch DI water line, with new 8 inch DI piping. Work will also include the replacement of approximately 970 LF of 3/4 inch through 2-inch water service lines; installation of hydrants, valves, and other appurtenances; grind and overlay of approximately 3,300 LF of roadway; and installation of approximately 1,900 square feet of sidewalk.
The Contract is subject to the applicable provisions of ORS 279C.800 through ORS 279C.870, the Oregon Prevailing Wage Law.
The Project has an expected duration of 120 days.
Obtaining the Bidding Documents
Bidding Documents are available at http://www.andersonperry.com under the Bid Docs link. The digital Bidding Documents may be downloaded for a non-refundable payment of $50.00 by inputting QuestCDN eBidDoc Number 10141539 on the website. Assistance with free QuestCDN membership registration, document downloading, and working with the digital Project information may be obtained at QuestCDN.com, at 952-233-1632, or via e-mail at info@questcdn.com. The Bidding Documents will be available for download after April 6, 2026. No paper sets will be provided for bidding purposes.
Prospective Bidders are urged to register with the designated website as a planholder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. Only planholders registered with QuestCDN will be able to participate in vBids. The designated website will be updated periodically with addenda and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
