On or about July 19, 2025, OHCS will submit a request to the United States Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnerships American Rescue Plan Program (HOME-ARP) funds under section 3205 of the American Rescue Plan Act of 2021 (P.L. 117-2) and HOME Investment Partnerships Program funds under Title II of the Cranston-Gonzalez National Affordable Housing Act passed by Congress in October, 1990, and amended by the Housing and Community Development Act of 1992, and will authorize Umatilla County Housing Authority to submit a request to HUD for project-based Housing Choice vouchers under Section 8(o)of the Housing Act of 1937, (42 USC 1437f(o)) to undertake a project known as Liberty Village Apartments, 588 E Newport Ave., Hermiston, OR, Umatilla County for the purpose of construction of a proposed 17-unit affordable housing community with a preference for Veterans. Of the 17 units, 15 will serve individuals at 30% of the Area Median Income (AMI) through Project-Based Vouchers (PBV), while the remaining 2 units will cater to those earning up to 60% of the AMI. Additional funding will include $6,500,000 in HOME-ARP and $1,500,000 of HOME resources, and $850,000 in grants from FHLP/HAP. Total project cost is estimated to be $9,330,648. The property will feature on-site offices and a community room for use by tenants and service providers, fostering an environment that promotes community engagement and support services.
FINDING OF NO SIGNIFICANT IMPACT
OHCS has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at OHCS, 725 Summer Street NE, Suite B, Salem, Oregon 97301 and may be examined weekdays 8:00 A.M. to 5:00 P.M. or by contacting erin.nieman@hcs.oregon.gov.
