UMATILLA COUNTY BOARD OF COMMISSIONERS
YOU ARE HEREBY NOTIFIED of a Public Hearing to be held before the Board of County Commissioners scheduled for Wednesday, June 18, 2025 at 9:00 AM in Room 130 of the Umatilla County Courthouse 216 SE Fourth Street, Pendleton, OR. Virtual hearing options are available by contacting the Umatilla County Community Development Department at Room 104 of the Umatilla County Courthouse, 216 SE Fourth Street, Pendleton, OR, 97801 or by calling 541-278-6252, the day before the scheduled hearing date.
TEXT AMENDMENT #T-097-024, AMENDMENT OF UMATILLA COUNTY DEVELOPMENT CODE, SECTION 152.617(H) HOME OCCUPATIONS/COTTAGE INDUSTRIES IN THE EXCLUSIVE FARM USE ZONE. The applicant, Jim Whitney, proposes text changes to the Umatilla County Development Code (UCDC) Section 152.617(H), to allow a resident to host commercial gatherings and weddings as Home Occupations in the Exclusive Farm Use Zone by adopting the home occupation language in (OAR) 660-033-0130(14)(c) that took effect January 1, 2025. On April 1, 2025 a Notice of Intent to Appeal the Board of Commissioner's decision made on March 17, 2025 was filed with the Land Use Board of Appeals (LUBA). On May 1, 2025 Umatilla County filed the Notice of Withdrawal for Reconsideration. The criteria of approval for amendments are found in Umatilla County Development Code 152.750-152.755.

A complete hearing packet will also be posted on the county website at www.umatillacounty.gov. Hearings are governed by Section 152.772 of the UCDC.
Opportunity to voice support or opposition to the above proposal, or to ask questions, will be provided. Failure to raise an issue in a hearing, either in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to that issue, precludes appeal to the Land Use Board of Appeals based on that issue.
