NOTICE TO CONTRACTORS:

Bid Submittal: Sealed bids will be received by Scott Rogers, Wenaha Group at Hermiston School District, District Office at 305 SW 11th Street, Hermiston, OR 97838, until 2:00 p.m. PT, MAY 6, 2025, for the Desert View Elementary School Renovation. Bids submitted shall be clearly labeled HSD 005-2023 Desert View Elementary School.

Bids will be publicly opened and read aloud at 2:15 p.m. in the Hermiston School District, conference room at 305 SW 11th Street, Hermiston, OR 97838. 1st Tier Subcontractor Disclosure Statements are due by 4:00 pm, May 6, 2025, for bids to be considered for award. Bids received after the time noted cannot and will not be considered. The work for this project shall be executed under a general construction contract. Only bids submitted in writing on the Bid Form supplied with the Bidding Documents will be considered.

Project Description: The project includes the following work: Remodel of the Desert View Elementary School located at 1225 SW 9th St., Hermiston, OR 97838. The project includes the 2,400 SF remodel of the administrative area and updated secure entrance. The District is estimating construction costs of $1.2M. Construction Schedule: June 2025, Substantial Completion August 2025.

Prevailing Wages: No bid will be received or considered unless the Bid contains a statement by the bidder, as part of the bid, that "Contractor agrees to be bound by and will comply with the applicable provisions of 279C.838, 279C.840.

Non-Mandatory: a pre-bid conference and project site-visit will be held on Monday, April 21, 2023, at 3:00 p.m. PT. The purpose will be to answer any questions bidders may have, review the scope of work and tour the site.

Bid documents: prepared by BBT Architects, 1140 SW Simpson Ave., Ste.200, Bend OR (541) 382-5535. The Owner will not reimburse bidders, subcontractors or suppliers for the cost of reproduction. Bidding Documents will be available during the bidding period at the DJC Oregon Project Center and local Plan Centers.

Bid security: a surety company bid bond executed by a state licensed surety company on a form acceptable to Owner, a cashier's check or a certified check payable to the order of Hermiston School District, shall accompany each bid in an amount not less than five percent (5%) of the Base Bid. No bidder may withdraw its bid after the hour set for the opening thereof, unless the award of the contract is delayed for a period exceeding 60 days.

The Owner reserves the right to reject any or all bids and to waive as an informality any irregularities in the bids received. Interested firms shall have no unauthorized contact with District staff or Board Members during the selection process. Application for re-issuing funds owed may also be made at your local OTEC office or 4005 23rd Street, Baker City, Oregon 97814. Unless those persons named, or their heirs, claim payment no later than November 29, 2024, for unclaimed capital credits that have been available for a period of four years, or December 31, 2019, the unclaimed funds may be forfeited to the Cooperative. The Board of Directors has the discretion to contribute all, or a portion, of the forfeited funds to the Oregon Trail Electric Cooperative Scholarship Fund to benefit those served by the Cooperative.
