Who We Are
The Executive Services Division (ESD) is part of the Office of the State Court Administrator (OSCA) at the Oregon Judicial Department (OJD). ESD provides leadership and direction to help advance OJD's communication, information sharing, policy development and coordination, and promote strategic decision-making and effectiveness. ESD's Office of Education, Engagement, and Inclusion (OEEI) serves as the center for judicial and staff education and works to promote and foster an inclusive and just court system that provides fair and respectful court experience for court users, staff, and judges. The OEEI team is hiring a Staff Education Manager (Manager 2) to join us in Salem, Oregon.

We pay 95% to 99% of medical insurance premiums for full-time employees, including mental health coverage.
10 paid holidays, 2 floating holidays, 3 personal business days, separate sick and vacation paid leaves (prorated for part-time employees), and other employee benefits such as optional insurances and flexible spending plans.
OJD will pay you a 5% allowance for bilingual skills (includes ASL) if you can pass a skills test and are assigned to use those skills on the job.

Position Highlights
We are seeking an experienced leader to manage a talented team of high-performing, creative training specialists and to support OJD's Staff Education Advisory Committee (SEAC).
In this dynamic role, you will analyze the education and training needs of our staff statewide. Based on your findings, you will create and implement a comprehensive plan for education curricula, programs, and publications in the areas of customer service, court operations, technical skills, and professional development. You will design, implement, and evaluate education programs, conferences, workshops, webinars, online videos, and on-demand modules. Your ability to build strong working relationships will help you succeed in this position as you collaborate with OJD staff court leadership, and other stakeholders, and participate on a variety of committees, task forces, and national organizations. You will also track adult learning best practices, trends, and emerging issues in judicial administration and technology that impact OJD's training needs.
Additionally, you will champion OJD's equity, diversity, and inclusion (EDI) efforts by helping to implement a comprehensive, strategic, and programmatic plan that advances and promotes EDI, racial justice, access to justice for all, and other OJD justice campaign initiatives related to customer service and staff education, development, and training. You will be an integral member of a team that supports OJD's community engagement and outreach efforts, especially to underserved communities. As part of OEEI, you will also help administer the Access and Fairness survey, a Key Performance Measure for OJD, statewide.
As an emotionally intelligent and empathetic manager, you will motivate, coach, mentor, and support your staff, so they can be their best professional selves. You will assign and evaluate work, provide feedback, and determine the team's training needs. You will use your problem-solving skills to identify workflow issues, offer solutions, resolve conflicts, and determine next steps. You will also handle administrative tasks such as maintaining personnel records, reviewing and approving leave requests and timesheets, and tracking protected leave. As hiring needs arise, you will help screen applications, conduct interviews, extend job offers, and provide onboarding. Part of your time will be spent participating in discussions about budget management.
The Staff Education Manager reports to the OEEI Director. Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

The qualified candidate must have a bachelor's degree in public or business administration, management, social services, human resources, criminal justice, or a related field.

Five (5) years of progressively responsible leadership experience that typically supports the knowledge, skills, and abilities listed for the position.

Working Conditions
This is a full-time position, and the work schedule currently is 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 per workweek.
Occasional early morning, evening, weekend, holiday, and overtime work may be required to meet deadlines and attend meetings, especially during legislative sessions.
In-state, overnight, and out-of-state travel will be required for meetings, events, training sessions, visits to local courts, and conferences.
Remote work may be available for this position. All remote work assignments begin, end, or change only with administrative authority approval. In-person meetings and in-person attendance for training sessions and other office events will be required.
Daily management and multitasking of projects with conflicting requirements, priorities, and deadlines.
The person in this position must use, and be familiar, experienced, and comfortable with using, a full array of current technology tools and office software programs to access and complete work and research, and to communicate on and off the worksite.
Frequent phone and in-person contact with people from diverse backgrounds.

Long periods of sitting or standing while working at a computer.
